
Located in Kolašin, a mountain town of approximately 6,700 residents, this proposal responds to a unique opportunity for sustainable growth within one of Montenegro’s most striking natural landscapes. Surrounded by dense forests and crystalline rivers, Kolašin is poised for tourism-driven development, supported by ongoing improvements to municipal infrastructure.
As a proposed 200–300 car parking facility in a small and tranquil town, the project raises a critical question: how can such infrastructure transcend its utilitarian role to become a meaningful civic landmark? The design responds by reimagining the parking structure as an “Urban Oasis” — a multifunctional public destination that integrates architecture, landscape, and community life.
1) Integration with Topography and Landscape
The architectural form is shaped by the site’s natural slope, which features a nine-meter level difference. To minimize visual impact, the lowest two parking levels are embedded below grade, maximizing capacity while reducing apparent mass. Above ground, three levels are wrapped in a continuous green wall, visually extending the surrounding vegetation. This vertical landscape culminates in a rooftop garden, allowing the building to read as a seamless extension of its natural context—an oasis embedded within the town.
2) Public Life at the Rooftop Garden and Plaza
The rooftop at Level 3 serves as a vibrant civic platform, combining a roof garden environment with flexible public space. Visitors can relax in a tranquil green setting, enjoy elevated views of both urban and natural surroundings, and engage with the space throughout the day. Adjacent to the garden, an open plaza accommodates performances, exhibitions, and community events. Designed for flexibility, portions of the rooftop parking can be temporarily converted into event space—supporting farmers’ markets, small business expos, and cultural programming. This transforms the structure into a social hub rather than a singular-use facility.
3) Sustainable “Park and Ride” Strategy
The proposal incorporates a “Park and Ride” system to reduce vehicular congestion within Kolašin’s historic core. Visitors can park at the facility and transition to alternative modes of transport, including public transit, carpooling, or cycling. A dedicated lay-by supports shuttle or bus operations, while bicycle parking—potentially integrated with a rental system — encourages low-carbon mobility. This approach preserves the town’s character while enhancing accessibility for both residents and tourists.
By combining infrastructure with public space, landscape, and mobility strategy, the project redefines the role of a parking facility. It becomes not only a gateway for visitors, but also a destination in its own right — an eco-friendly architectural landmark that reflects the identity and aspirations of Kolašin.
